Andrew Agyei-Holmes is a native of Akyem Tafo in the Eastern Region of Ghana and has lived and worked in the UK (National Energy Foundation) and in Tanzania (Mzumbe University) as a s Researcher. Between June 2015 and June 2018, he worked at the World Bank, Washington D.C, USA as a Consultant in the Chief Economist’s Office, Africa Region. Since the beginning of 2018, Andrew has been a Research Fellow at the Institute of Statistical, Social and Economic Research, University of Ghana. His rich experience doing development research across continents has not only enhanced his ability to work with teams with multi-cultural backgrounds, but also appreciate the need to explain research outcomes within different regional and cultural contexts. He also participates fully in community service. For example, he nurtures younger people in his local church and teaches both graduate and undergraduate courses at the University of Ghana. Andrew received his Bachelor of Science degree in Agriculture from the Kwame Nkrumah University of Science and Technology in 2005 and a Master of Philosophy in Agricultural Economics from the University of Ghana in 2008. He also obtained a Doctor of Philosophy in International Development Economics from the Open University, Milton Keynes, England in 2014.

1. Resource Person, Parliamentary Select Committee on Gender, Post Budget Engagement with CSOs/NGOs and the Ministry of Gender, Children and Social Protection. Led a 2-day workshop on Gender Responsive Budgeting with the aim of equipping parliamentarians with the tool kits needed to ensure that Ghana’s annual budgets are gender-inclusive. Beginning with theoretical underpinnings, participants were gradually taken through the process of making sure at each stage of budgeting and implementation the gender dimension is not overlooked. I relied on existing data on the Ghanaian social protection landscape to engage participants in a participatory learning approach. (March 1 to March 3, 2019).
2. Resource Person, Data Management and Analyses Competence Building, Research Unit, Ministry of Finance and Economic Planning, Ghana. Led a team of 3 from ISSER to conduct a data management training for selected staff of the Research Unit of the Ministry of Finance and Economic Planning, including the Head of Unit. Using the Stata software, the one-week training prepared participants to clean, organize, explore and analyze data to support their report writing with the view of informing policy (28th October to 2nd November 2018).
3. Co-PI, Business Enabling Environment Project, DFID, Private Enterprise Federation, Institute of Economic Affairs, Multimedia Group and ISSER. In collaboration with two Senior Researchers at the University of Ghana, we worked with DFID to generate and analyze the progress being made with the digitization of revenue mobilization in Ghana and how it is impacting the ease of doing business. With the results obtained engaged the public and duty bearers through workshops plus radio and tv shows. The process resulted in two reports: one for the Domestic Tax Revenue Department and another for the Customs Division of the Ghana Revenue Authority. These documents are serving as reference materials as attempts are made by Ghana to improve revenue mobilization
4. Training Lead, Training in Macroeconomic Research, Microeconomic Modelling and Report Writing, Ministry of Finance and Development Planning, Liberia. Led a team of four from ISSER to develop training manuals, practice modules and deliver a 20-day training exercise for 35 staff engaged in research from 6 ministries and departments in Liberia (20th October to 17th November 2019).
