ISSER discusses debt exchange programme, 2023 budget statement at media forum

Prof. Peter Quartey acknowledges the team of researchers as he presents the ISSER 2023 Budget Review

The Institute of Statistical Social and Economic Research (ISSER) hosted the media for a forum to discuss and analyse the 2023 budget and the debt exchange programme.

Prof. Peter Quartey, Director of ISSER presented the ISSER 2023 Budget Review, a detailed analysis of the 2023 budget statement. Topics covered included key global challenges, fiscal development and targets, monetary and financial sector developments, sectorial review (spanning industrial, services, and agricultural sectors), and international trade payments.

There was also a section on the International Monetary Fund (IMF) and Debt Restructuring, which, among other things, discussed the topical issue of the debt exchange programme.

Spearheaded by the Economics Division of ISSER, with the media as the primary target audience, the ISSER post-budget review fora provide an important platform to share objective and independent analysis of the government of Ghana’s account of national fiscal performance, educate the public and proffer recommendations aimed at achieving stronger fiscal and social and economic outcomes.

As Dr. Isaac Osei-Akoto said in opening remarks, “It [ISSER budget review] is our way of having a close look at the budget.”

The most recent was the 2022 mid-year budget review, on August 23 at ISSER.

As usual, the presentation of the ISSER budget review was followed by a question-and-answer session where the team of researchers interacted with attendants, taking time to provide detailed information and explanation of key issues and economic concepts – something many journalists find useful in improving their ability to report on economic issues.

The 2023 budget review was held on December 6, 2022 at ISSER, gathering journalists. academics and people from public and private sector organisations.
