Development Dialogue on Ghana’s Public Debt Management

The next ISSER Development Dialogue will focus on the topic, Ghana’s Public Debt Management: facts, impact, and the way forward.  Details of the event are as follows.

Background and aim of the dialogue

The experience of a sovereign debt crisis, a situation where the government is unable to pay back its debt, is not new to Ghana. However, the 2022 crisis has been particularly severe, impacting both domestic and external creditors and all sectors of the economy -- meaning Ghana is unlikely to struggle to achieve the SDG goals and targets of development. The crisis led the government of Ghana to request a US$3 billion bailout from the IMF in June 2022 -- the 17th time that Ghana has sought assistance from the IMF in the management of its finances. The request was approved on 17 May 2023.

By way of additional measures to restore macroeconomic stability, the government announced a Domestic Debt Exchange Programme (DDEP) on 5 December 2022 and the suspension of interest payments to foreign creditors on 19 December 2022.

 

The aim of the development dialogue is to bring together experienced experts to proffer solutions to the nation's recurrent debt crises and ensure structural and long-term resilience.
