The Institute of Statistical, Social and Economic Research (ISSER) seeks Field Enumerators to undertake data collection for the endline phase of the What Works Hub for Global Education (WWHGE) Outcomes Fund Study, which contributes to the Ghana Education Outcomes Project (GEOP).

Job Title: Field Enumerator

Time Frame: January - March 2026

Country: Ghana

Reports to: WWHGE Project Implementation Lead, ISSER

The GEOP is a Government of Ghana initiative supported by the Education Outcomes Fund (EOF) and partners to ensure that all children are in school and learning. The project targets:

  • Out-of-school children (OOSC) under the Accelerated Learning Programme (ALP).
  • Pupils in grades P2 -- P6 across 610 selected Ghana Accountability for Learning Outcomes Project (GALOP) schools under the Mainstream School Improvement Programme (MSIP), spanning six geographic lots.

As part of the final phase of the WWHGE study, ISSER will implement the endline school survey between January and March 2026, covering 820 schools across 27 districts in Ghana. The survey will include headteachers, teachers, and students (P2–P6), as well as classroom observations. Enumerators will collect data using structured instruments.

Enumerator Roles and Responsibilities

Pre-Enumeration:  

  • Attend an intensive 7-day training and a follow-up field pre-test, demonstrating discipline and attention to detail.
  • Receive and familiarise yourself with all relevant field equipment provided by ISSER.

Enumeration:

  • Conduct data collection in line with project protocols and using designated tools.
  • Ensure accuracy and completeness of all collected data.
  • Uphold confidentiality and protect the anonymity of all respondents.
  • Build rapport and create a safe and respectful environment during interviews.
  • Report promptly any challenges that may affect data quality.
  • Exercise responsibility in handling all assigned project equipment.
  • Represent ISSER professionally at all times.

Post-Enumeration:

  • Maintain respondent confidentiality even after data collection.
  • Return all assigned tools and materials in good condition.

Candidate Profile

We are seeking individuals of integrity and professionalism who can effectively engage with children and communities in selected regions across Ghana.

Essential Requirements:

  • Language proficiency: Fluency in English and at least one of the following: Dagbani, Gonja, Konkomba, Nanun, Nchumuru, Twi, Guan, Ewe, Likpakpaln, Adele, Lobi, Vagla, Mampruli, Moar, Kusaal, or Anufɔ.
  • Experience: Prior experience conducting interviews with school children, especially in any of the listed languages, is a strong advantage.
  • Education: A first degree or higher in Education or a related Social Science field, with demonstrated fieldwork experience.
  • Technical skills: Proficiency in using tablets and/or Android devices for data collection.
  • Interpersonal skills: Ability to build rapport with children from diverse backgrounds.
  • Attention to detail: Capacity to follow detailed instructions accurately.

Desirable:

  • Previous experience conducting similar field surveys in any of the listed languages.
