ISSER trains Foreign Affairs Ministry officers in Monitoring and Evaluation

The Institute of Statistical, Social and Economic Research (ISSER) organised a one-week tailored short course in Monitoring and Evaluation (M&E) for officers from the Delivery Unit of the Ministry of Foreign Affairs (MFA). The newly established unit has the important mandate of developing Key Performance Indicators (KPIs) for Ghana’s Heads of Missions to strengthen accountability and enhance economic diplomacy.

“ISSER is always excited to work with institutions that value evidence-based decision-making. This partnership with the Ministry of Foreign Affairs aligns perfectly with our mission to promote knowledge for development and strengthen institutional capacity across sectors,” said ISSER Director, Prof. Robert Darko Osei, at the opening of the training.

The course, facilitated by ISSER Adjunct Professor, Dr. David Ameyaw, provided participants with practical tools for designing, implementing, and evaluating performance frameworks.

A Director at the MFA’s Delivery Unit, Mr. Desmond Agyemang-Baah, described the training as timely and relevant, noting that it would enhance the Unit’s ability to deliver on its mandate.

“This course equips us to better measure performance, track progress, and deliver on our commitment to accountability and effective diplomacy,” he said.

Also commenting, ISSER Short Courses Coordinator, Dr. Kofi Takyi Asante, highlighted the significance of ISSER’s training initiatives in bridging knowledge and practice.

“Our short courses are designed to meet the evolving needs of professionals and institutions. Beyond our annual programmes, we also develop tailored courses like this one for organisations seeking specialised capacity-building support,” he explained.

Each year, ISSER runs four short courses designed to strengthen professional competencies across sectors. These include the Executive Leadership Programme in Monitoring and Evaluation for Public and Private Sectors, Research Methodology and Report Writing, Data Management and Analysis, and Project Cycle Management. The courses are announced each year on ISSER’s website and social media platforms.

Through such initiatives, ISSER continues to demonstrate its commitment to building capacity and promoting knowledge for development in Ghana and beyond. The training with the Ministry of Foreign Affairs took place from 13–17 October 2025.
