ISSER and National Communications Authority sign MoU to advance research and policy collaboration in Ghana’s communications sector

The Institute of Statistical, Social, and Economic Research (ISSER), University of Ghana has signed a Memorandum of Understanding (MoU) with the National Communications Authority (NCA) to strengthen collaboration in research, policy analysis, and capacity development within Ghana’s communications and digital economy sectors.

The MoU provides a framework for collaboration between the two institutions, including joint research, policy analysis, capacity-building initiatives, and the exchange of policy-relevant data and findings. The partnership will also facilitate joint programmes and exchange opportunities, including experiential learning opportunities for ISSER students, guest seminars by NCA staff at ISSER, and short courses for NCA research staff.

The MoU was signed on 1 September 2026 at the NCA headquarters in Airport City, Accra, and will run for an initial period of three years.

The signing brought together senior representatives from both institutions, reflecting their shared interest in deepening collaboration in research, policy and capacity development.

The ISSER delegation was led by the Institute’s Director, Prof. Robert Darko Osei, and included Prof. Simon Bawakyillenuo, Head of the Social Division; Prof. Fred Dzanku, Head of the Economics Division; Prof. Richmond Atta-Ankomah, Head of the Statistics and Survey Division; Dr. Andrew Agyei-Holmes, PhD Programme Coordinator; and Vicentia Quartey, Communication Officer.

The NCA team was led by the Director-General, Rev. Eng. Edmund Y. Fianko, and comprised the Director of the Legal Department, the Financial Manager, and members of the Authority’s research, legal, and financial units.

The MoU marks the beginning of a formal partnership between the two institutions and reflects their shared commitment to strengthening evidence-based policymaking and research collaboration in Ghana’s rapidly evolving communications and digital economy landscape.
