PhD Student

With a keen interest in Children and Youth development issues, Rose Bentsil-Quaye (Pln. Mrs.), a teacher by profession, is currently a Principal Planning Officer with the Ministry of Education, Ghana and Head of the Policy and Planning Unit. She leads the development of the Education Sector Medium Term Development Plan (2026-2029) and focuses on strengthening coordination among stakeholders and aligning sector initiatives with existing and emerging national educational needs.

With research interests in out of school children; pre-tertiary education; post-secondary students and community support systems, she comes along with a wealth of working experience in rural social development work, school administration, district education planning and mainstreaming gender into education at various levels. These are backed by her academic backgrounds in Diploma in Education, B.Sc. Agriculture; M.A. Development Studies; Post-Graduate Diploma in Children, Youth & Development and currently a PhD Candidate in Development Studies at the Institute of Statistical, Social and Economic Research (ISSER), University of Ghana.

The working title of her on-going thesis study is “Collaborations Between Traditional Leaders and State Structures in Promoting Access to Higher Education in Ghana”. Supervised by Dr. Kofi Takyi Asante; Dr. Nana Amma Asante-Poku and Dr. Clement Adamba.

Beyond the formal working field, Rose engages in Family Life Improvement activities at the community level and joins women groups to mentor adolescent girls. As a hobby, she enjoys subsistence farming.
